Mystery Caller Protocol: Ensuring Students are Treated Fairly During the Enrollment Process

November 19, 2025

During the My School DC lottery season, parents call schools around the District to ask about their enrollment process. DC PCSB also calls schools, posing as parents, to ensure scholars are not being discriminated against based on their background, abilities, or needs.

Per the School Reform Act, Charter Schools may not limit enrollment on the basis of a student's race, color, religion, national origin, language spoken, intellectual or athletic ability, measures of achievement, or status as a student with special needs.

We’ve recently posted an educational video on our YouTube channel, focusing on what the Mystery Caller Protocol is, why we do it, information on what is required of schools, and what parents’ legal rights are during this process.

You can also visit our social media page as we release the video in parts, leading up to the My School DC lottery season.
