The District of Columbia Public Charter School Board (“PCSB”) announces an opportunity for the public to submit comment on a request submitted by Washington Yu Ying Public Charter School (“Yu Ying PCS”) on 7/15/15 to amend it goals and academic achievement expectations and mission statement.
Yu Ying will begin its eighth year of operation in school year 2015-2016. The school currently serves students in grades prekindergarten-3 through fifth, and Yu Ying PCS will be up for charter renewal in 2017. Per its charter amendment application, Yu Ying PCS is proposing to add the NWEA MAP assessment to its goals and academic achievement expectations in order to measure growth on English Language Arts. The school would also like to change its Chinese language arts model to “reflect a whole language approach to Chinese.”
In addition to revising its goals, the school plans to change its mission statement. Yu Ying PCS’s current mission statement reads as follows: “Washington Yu Ying Public Charter School aims to nurture the development of a strong social conscience among tomorrow’s global leaders by fostering excellence in our students’ intellectual, moral, social, emotional and physical development in an engaging, inquiry-driven, Chinese-English dual language immersion environment.”
As part of its charter amendment request, the school proposes to change its mission to the following: “Washington Yu Ying PCS strives to inspire and prepare young people to create a better world by challenging them to reach their full potential in a nurturing Chinese/English educational environment.”
Pursuant to the School Reform Act, D.C. Code 38-1802 et seq., a charter school must submit a petition to revise its charter, which includes its goals and mission statement.
