Summary

The District of Columbia Public Charter School Board (DC PCSB) announces an opportunity for the public to comment on a request from Goodwill Excel Center Public Charter School (Goodwill Excel PCS) to amend its charter by modifying its goals and academic achievement expectations (charter goals). The school submitted its request on March 17, 2025.1

Currently in its ninth year of operation, Goodwill Excel PCS educates 438 students aged 14 or older at a single campus across two facilities in Wards 2 and 6. The school’s mission is to “transform adult lives through the power of achieving a high school diploma and accessing post-secondary education and careers in growing, sustainable local industries.”

Goodwill Excel PCS seeks to revise its reading progress charter goal for school year (SY) 2025 – 26 and beyond. Goodwill Excel PCS proposes using the Exact Path assessment in place of the Scholastic Reading Inventory (SRI). The school is proposing this change because the SRI, which is currently used to measure its reading progress goal, was retired by the assessment publisher, Houghton Mifflin Harcourt, in July 2024.
