PCSB Renews the Charter of Carlos Rosario International Public Charter School

Washington, D.C. — The DC Public Charter School Board (PCSB) voted January 28 to renew the charter of Carlos Rosario International Public Charter School for an additional 15 years. After a thorough review of the school’s renewal petition, PCSB concluded that Carlos Rosario PCS was able to demonstrate that it has met all of its goals and expectations -- including workforce training, English language skills, GED preparation -- that were set forth in its charter. The school has been substantially compliant with general, special education, and financial laws and is in sound financial health.
PCSB Board Chair Brian W. Jones praised Carlos Rosario PCS Founder and President Sonia Gutierrez for the work she has done as a charter and community leader. “The work you have done in providing an education niche with this population that looks like America -- is extraordinary,” he said.
Carlos Rosario PCS is a nationally recognized and accredited charter school that serves the adult population offering wide range of programs such as GED High School Equivalency Diploma preparation, English as a Second Language (ESL), culinary arts, computer support specialist and nurse’s aide training. The school is located in Ward 1 and serves students from a diverse immigrant adult population. Since its first year as a public charter school, Carlos Rosario PCS has performed well on PCSB’s Program Development Reviews (“PDRs”). In 2012, PCSB began performing Quality Site Reviews to assess the extent to which the school’s goals and student academic achievement expectations were evident in the school’s everyday operations. In 2008, the school underwent a ten-year charter review, and was found to have met all academic, governance and compliance performance standards. A review of the school’s annual audited financial statements from 2008 – 2011 indicate that the school has adhered to generally accepted accounting principles, practiced sound fiscal management, and is economically viable.
