DC Public Charter School Board Announces 2019 Best Practice Award Winners
The DC PCSB honored 10 individuals or organizations during its 3rd annual “Celebrating Best Practices in Public Charter School Education” event. We’re proud of the significant impact each honoree has had on their school’s community.

Winner of the Data Excellence Award
Charlie Riebeling, Lead Data Specialist at Carlos Rosario International PCS, recently led the roll-out of a new student reporting and visualization software at the school. This software allows every administrator lead to have access to dashboards that show student performance in real-time. Riebling uses their work to help improve the performance and outcomes of students. Reibling won this award because of his tireless effort to improve Carlos Rosario PCS for students, staff, and families.
Winners of the Community Influence Award
DC Scores, a nonprofit that works in 17 public charter schools, building local soccer teams that give students the skills they need to lead on the playing field, in the classroom, and in life. DC Scores was selected for their years of providing a quality program.
Christine Miller - ANC (SMD 1A05) is both a parent and board member for a conditionally approved Public Charter School. She works as an ANC commissioner across both DCPS and public charter schools so that communities are equipped to meet student needs. She is a tireless advocate that .
TIERific Teacher Award Winner
Abner Soto is the information Technology Instructor and Coordinator at a teacher at LAYC Career Academy PCS. Soto pushes students to their highest potential so they can reach their educational and career goals. Abner helps students earn IT certifications, find jobs, and connect to resources.
TIERific Principal Award Winner
Belicia Reaves is the principal at Capital City PCS - High School. Her leadership has resulted in the school being Tier 1 since 2013, earning a 4-star rating on the DC School Report Card, 100% college acceptance, 94% 4-year graduation rate, and a 42% college completion rate compared to 11% for low-income students nationally.
TIERific Parent Award Winner
Tamara Brown is a proud Two Rivers PCS parent. She has planned and facilitated a middle school event for families to share their goals and concerns for the school. This event allowed both staff and families to express their thoughts, hear the issues, and connect to one another.
Yizel Romero is a Briya PCS student and parent that has served on Briya’s Board of Directors for six years. After she completed her board term, Romero started coaching new student board members about how to be an effective member and how to feel confident in their role.
TIERific Student Award Winner
Jerell King is a senior at Friendship Tech PCS. King is the winner of the Google Science Fair for DC for his universal cell phone keyboard invention. Because of his outstanding work in the community he has been accepted and received full-rides at Howard University, Hampton University, and Tuskegee University
Aisosa Oviasogie is in the 8th grade at DC Prep PCS. She also serves as the student president for her class and she is currently founding a DC Prep literary magazine for students.
Program Innovation Award Winner
Share Your DC is a community program at Two Rivers PCS. The program consists of three learning expedition sessions that help participants to articulate their own identity, listen to others, and to build connections. The group is made-up of families with students that attend Two Rivers PCS.
